At 329 PM EDT, a severe thunderstorm capable of producing a tornado was located near Calico, or 10 miles southeast of Ayden, moving northeast at 35 mph. HAZARD...Tornado. SOURCE...Radar indicated rotation. IMPACT...Flying debris will be dangerous to those caught without shelter. Mobile homes will be damaged or destroyed. Damage to roofs, windows, and vehicles will occur. Tree damage is likely. Locations impacted include... Washington, Calico, Shelmerdine, Black Jack, Wilmar, Chocowinity, Grimesland, and Gardnerville.

TAKE COVER NOW! Move to a basement or an interior room on the lowest floor of a sturdy building. Avoid windows. If you are outdoors, in a mobile home, or in a vehicle, move to the closest substantial shelter and protect yourself from flying debris. If a tornado or other severe weather is spotted, report it to the National Weather Service or your local nearest law enforcement agency who will send your report. This act may save lives of others in the path of dangerous weather.

* WHAT...DAMAGING sea-water coastal flooding is likely through Sunday, especially near the Sunday morning high tide where anticipated tide levels are expected to be around 8 feet. The most likely areas for DAMAGING coastal flooding on Sunday morning will be vulnerable southeast facing beaches, such as Avalon and Pebbly Beach. For all other beaches and harbors, minor to moderate coastal flooding is expected. The most DAMAGING and WIDESPREAD coastal flooding risk along southeast beaches will likely be with the Sunday morning high tide due to the expected combination of very high level tide levels approaching 8 feet (including additive effect of low barometric pressure, high surf of 5 to 8 feet, and light to moderate rainfall. * WHERE...Catalina and Santa Barbara Islands. * WHEN...For the Coastal Flood Warning, until 3 PM PDT Sunday. For the Coastal Flood Advisory, from 3 PM Sunday to 2 PM PDT Tuesday. * IMPACTS...Sea-water flooding of beach and harbor roads, parking lots, and walkways is likely, especially around the time of high tide. Isolated damage is likely across southeast facing beaches near Sunday mornings high tide. Significant beach erosion is expected. There is an increased risk for ocean drowning. Rip currents can pull swimmers and surfers out to sea. Large breaking waves can cause injury, wash people off beaches and rocks, and capsize small boats near shore. * ADDITIONAL DETAILS...High tides of around 8 feet are expected on Sunday morning, returning to around 7.5 feet for Monday and Tuesday mornings. Large secondary high tides are also expected each evening.

Stay off of beaches and coastal walkways, roads, and structures. Do NOT drive around barricades or through water of unknown depth.

The most likely areas for DAMAGING coastal flooding on Sunday morning will be vulnerable south-facing beaches due to the expected combination of very high level tide levels around 8 feet (including additive effect of low barometric pressure and onshore winds gusting to 15 to 25 mph), high surf of 5 to 8 feet, and light to moderate rainfall. For all other beaches, minor to moderate coastal flooding is expected near times of high tide. From Sunday night through Tuesday, there will be the continued threat of at least minor to moderate coastal flooding and elevated surf across Los Angeles county beaches, especially south facing shores. Dangerous rip currents are likely. * WHERE...Malibu Coast and Los Angeles County Beaches. * WHEN...For the Coastal Flood Warning, until 3 PM PDT Sunday. For the High Surf Advisory, from 6 AM to 10 PM PDT Sunday. For the Coastal Flood Advisory, from 3 PM Sunday to 2 PM PDT Tuesday. * IMPACTS...For vulnerable south-facing beaches (such as Alamitos Peninsula and Naples in Long Beach as well as Malibu), SIGNIFICANT sea- water flooding will likely DAMAGE coastal structures and beach roadways around the time of high tide, especially the Sunday morning high tide. In addition, significant ponding of water on low-lying beach roadways could make driving difficult. THERE IS GROWING CONFIDENCE THAT THE EXPECTED COASTAL FLOODING IMPACTS ON SUNDAY MORNING FOR VULNERABLE SOUTH FACING BEACHES OF LA COUNTY COULD BE THE MOST SIGNIFICANT WE HAVE SEEN SO FAR THIS SEASON, INCLUDING THOSE SEEN WITH MARIE. For all other beaches and harbors, shallow with minor to moderate sea- water flooding will likely impact beaches and walkways, especially with the Sunday morning high tide which could cause local damage to most vulnerable locations such as Venice. For all beach areas, significant erosion is expected. There is an increased risk for ocean drowning. Dangerous and life- threatening rip currents can pull swimmers and surfers out to sea. Large breaking waves can cause injury, wash people off beaches and rocks, and capsize small boats near shore. * ADDITIONAL DETAILS...High tides of around 8 feet are expected on Sunday morning (nearly 2 feet above astronomical high tide of 6.1 feet), returning to around 7.5 feet for Monday and Tuesday mornings. The projected high tides of around 8 feet for Sunday morning would approach or exceed recent record tide levels for LA county. Large secondary high tides are also expected each evening.

Follow directions of emergency officials. Stay off of beaches and coastal walkways, roads, and structures. Do NOT drive around barricades or through water of unknown depth. Remain out of the water due to dangerous surf conditions, or stay near occupied lifeguard towers. Rock jetties can be deadly in such conditions, stay off the rocks.

For the Coastal Flood Advisory from Sunday afternoon until Tuesday afternoon, minor coastal flooding expected. * WHERE...San Diego County Coastal Areas and Orange County Coastal Areas. * WHEN...For the Coastal Flood Warning, until 3 PM PDT Sunday. For the Beach Hazards Statement, from Sunday morning through Sunday evening. For the Coastal Flood Advisory, from 3 PM Sunday to 2 PM PDT Tuesday. * IMPACTS...Numerous roads and beach boardwalks may be closed due to high water. Low-lying property including homes, businesses, and some critical infrastructure may flood during morning high tides. Beach erosion. Elevated surf will lead to a high risk of rip currents and dangerous swimming conditions. * ADDITIONAL DETAILS...Greatest impacts on this morning from Post-Tropical Cyclone Rachel with a combination of increased swell, onshore winds, and high tides locally over 7.5 feet. High tides lower each day into the middle of the week.

Take the necessary actions to protect flood-prone property. If travel is required, do not drive around barricades or through water of unknown depth. Remain out of the water to avoid hazardous swimming conditions.

Northwestern Hidalgo County in southwestern New Mexico... * Until 300 PM MDT. * At 101 PM MDT, an area of blowing dust was over Interstate 10 within the Lordsburg Playa. HAZARD...Less than two miles visibility with strong winds up to 45 mph. SOURCE...Detected by National Weather Service meteorologists. IMPACT...Hazardous travel. * This includes Interstate 10 in New Mexico between mile markers 1 and 20. Locations impacted include... Steins, Road Forks, and the Lordsburg Playa.

Blowing dust brings reduced visibility, leading to dangerous driving conditions. If driving, avoid blowing dust if possible. If caught in dense blowing dust, pull off the road, turn off your lights and keep your foot off the brake.

For the Freeze Watch, sub-freezing temperatures as low as 29F possible. * WHERE...Quincy, Othello, Moses Lake, and Ephrata. * WHEN...For the Blowing Dust Advisory, until 5 PM PDT this afternoon. For the Freeze Watch, from Monday evening through Tuesday morning. * IMPACTS...Hazardous driving conditions due to reduced visibility. Frost and freeze conditions could kill crops, other sensitive vegetation and possibly damage unprotected outdoor plumbing.

Be ready for a sudden drop in visibility to a mile or less. If you encounter blowing dust or blowing sand on the roadway or see it approaching, pull off the road as far as possible and put your vehicle in park.
